This is the National Congress or "Congresso Nacional" in portuguese, located in Brasilia, Brazil's capital. It was designed by Oscar Niemeyer, one of Brazil's most prolific architects. The semi-sphere on the left simbolizes the seat of the senate and the semi-sphereon the right is the seat of the Chambers of the deputies. Although the National Congress was built in the 1960s, it is one of the most modern Brazilian buildings.
